Sort order is determined by whether or not it is featured, then by its given sort
order, and finally by start date. For instance if no news items are featured, and
the sort order for all items is zero, then the start date is used to determine the
sort order. Items which are featured will show at the top of list, items with a
sort order greater than zero will appear in order of greatest number to smallest
(20 appearing before 18).
On the front page of the site is a control for displaying featured news items and press
releases. By default if no items are featured, the two hieshest ranked new items will be displayed,
if active news items are lacking, then press releases will be used to fill the remaining slots.
You can have one featured item from both press releases or new items or both featured items can
come form one "category".
